The State of Critical Infrastructure Cybersecurity: A Government Perspective Andrew Bochman Senior Grid Strategist, Idaho National Laboratory

Mr. Bochman provides strategic guidance on topics at the intersection of critical infrastructure security and resilience to senior U.S. and international government and industry leaders. His career began with the US Air Force, and before joining INL, was in several cybersecurity start-ups, was Global Energy & Utilities Security Lead at IBM, and a Senior Advisor at the Chertoff Group in Washington, DC. A member of the global advisory board for the Control Systems Cyber Security Association International (CS2AI), Mr. Bochman is on the advisory committee to the SANS security training institute and a cybersecurity subject matter expert listed with the U.S. State Department Speakers Bureau. In 2018 his publications include "The Missing Chief Security Officer" (CXO) and "Internet Insecurity: the Brutal Truth" (HBR), and “Supply Chain in the Software Era” (Atlantic Council).

The Next Bhopal Paul Gruhn, P.E., CFSE ISA 2018 President-Elect/Secretary  

Paul Gruhn is a Global Functional Safety Consultant with aeSolutions in Houston, Texas. Paul is an ISA Life Fellow, a 25+ year member and co-chair of the ISA 84 standard committee (on safety instrumented systems), the developer and instructor of ISA courses on safety systems, the author of two ISA textbooks, and the developer of the first commercial safety system software modeling program. Paul has a B.S. degree in Mechanical Engineering from Illinois Institute of Technology, is a licensed Professional Engineer (PE) in Texas, a member of the Control Systems Engineering PE exam committee, and both a Certified Functional Safety Expert (CFSE) and an ISA 84 Safety Instrumented Systems Expert. Paul is currently the 2018 ISA President-elect Secretary.

Standards and Practices for Industrial Systems Cybersecurity Eric C. Cosman Principal Consultant, OIT Concept, LLC Co-Chair ISA99/IEC 62443 Standards Committee

Eric C Cosman provides consulting and advisory services with a focus on the management of IT solutions in Operations and Engineering. With over 35 years of experience in the process industries he has held several positions related to industrial applications of information technology, with responsibilities in system architecture definition and design, project management, technology life cycle management, and integration planning.

He has contributed to various standards committees, focus groups, and advisory panels. He has served as the vice president of standards and practices at The International Society for Automation (ISA) and as a member of the ISA Executive Board. Eric has recently been elected as ISA president elect and secretary for 2019. 

Eric is an industry leader in the development of standards and practices for industrial control systems security. He is a founding member and currently serves as the co-chair of the ISA99 committee on industrial automation and control systems security.

This seminar teaches you the basics of the ISA/IEC 62443 standards and how these can be applied in the typical factory plant. CyberSensors: Advancements in Automation CyberPhysical Security (IC87C)

The industrial processing and manufacturing world faces considerable technical and practical challenges as it strives to provide safe, secure, profitable operations in a wide range of settings with varying levels of automation. In many instances where new sensors and instrumentation technology are being developed for specific use cases identified by the manufacturers, the vendors arrive at solutions that require remote access, may or may not require interoperability with legacy equipment. Perhaps even more importantly is that such system designs and associated operational processes come into direct conflict with cybersecurity demands. The issues – technical, logistical, programmatic – associated with cybersecurity for automation systems continue to expand in scope and urgency. This is driven by the increasing use of network-centric components and instrumentation that is integrated into modern DCS and SCADA systems. This has led to a financially unsustainable cybersecurity strategy – one in need of technical and fiscal change.

This course focuses on the key activities of the alarm management lifecycle provided in the ANSI/ISA18.00.02 standard, Management of Alarm Systems for the Process Industries. The activities include the alarm philosophy development, alarm rationalization, basic alarm design, advanced alarm techniques, Human Machine Interface (HMI) design for alarms, monitoring, assessment, management of change, and audit.

There are many ways of designing a safety instrumented system (SIS). Questions like these are being asked by users and engineering firms alike:  

Which technology should be used (electric, electronic, programmable)? What level of redundancy is appropriate (single, dual, or triple)? How often should systems be tested (monthly, quarterly, yearly, or once per shutdown)? What about field devices (technology, level of redundancy and test intervals)?  

Debate continues at to how one even makes these choices (past experience, qualitative judgement, quantitative analysis, etc.) This seminar will cover the basics of what needs to be done in the design and selection of safety systems.
